CANADA - 24 hours
advanced filing in effect
Canada will follow the US , and
have announced the 24-hour rule for advanced filing
effective for all ocean shipments to Canada .
The system for early filing is named
"Advance Commercial Information" (ACI).
All Commercial Vessels with destination Canadian ports
have to file 24 hours prior to departure information
regarding cargo loaded to Canadian Boarder Service
Agency (CBSA). "what we see is an international
trend to increase boarder protection and to have new
requirements for the trade industry" - said Lasse
Syversen, President of Flagship - Bloksberg Inc.
All shippers should make sure they
use carriers with approved computer systems. All filing
data must be correct and detailed, whether is in form
of a "shipping advice" or shipping documents.
Terms like "Freight of All Kinds" (FAK)
will no longer be a good business practice due to
new security routines. Exporters - and Importers should
make sure they use shipping partners with approved
communication networks and high security level. Do
not accept "we will fix it" statements.

Implementation of Phase
III Bioterrorism Act
The Press Office U.S. Department
of Homeland Security has announced "that beginning
on June 4th at 6 a.m. Eastern Standard Time the third
phase of the Bioterrorism Act (BTA) will be implemented.
Phase III requires that CBP and the Food and Drug
Administration (FDA) receive prior notice of all food
for humans and animals imported or offered for import
into the United States. Failure to provide prior notice
will result in the merchandise being refused entry.
Under the BTA food products shipped by truck are required
to file prior notice two hours prior notification,
4 hours for rail and air, and 8 hours for sea."
